Only in New Jersey, where we have a wildly popular Governor who is enacting reforms faster than most politicians spend money, can said Governor enact legislation that asks towns to fill out a survey with 88 questions in 7 categories. Towns are scored based on their simply YES/NO responses. I like the brevity and simplicity of this task that helps determine how much state aid towns do or do not receive.

However, and here's the "only in NJ" part - one question asks whether a municipality has its own health officer while another follows that up with a question as to whether the municipality shares a health official with another town or with the county.

Thus far, there is no published list for citizens to examine. I doubt many towns will receive full, 100%, funding. Only in NJ.
